- Possess experience in some of offshore transportation and installation, methodology and execution.
- Familiar with offshore transportation & installation software e.g. MOSES, SACS, Orcaflex, StaadPro, OFFPIPE, ANSYS & AutoCAD.
- Familiar in relevant Engineering industry codes such as ASME, API, ASTM, ISO, DnV, Noble Denton-GLM.
- Familiar with Clients’ technical specification.
- Competent in technical & IT skills and essential software packages e.g. Words, Excel & Projects.
- Proficient in English with good oral and written communication skills. Any knowledge of other foreign language(s) would be an advantage.
- Able to review and implement scope of work and interpret construction drawings.
- Able to review, prepare and outsource subcontractors, materials and equipment for projects.
- Able to supervise, monitor and provide technical support to offshore installation at work site.
- Able to oversee, monitor and provide technical support to structures/linepies loadout at fabrication yard.
- Able to perform rigging calculations and selection and equipment required for offshore installation.
- Able to perform all engineering verifications and calculations for offshore installation.
- Able to generate/develop installation sketches and drawings for drafting to formulate installation procedures.
- Able to generate work barge set-up and anchor patterns for offshore installation.
- Able to plan/coordinate and optimise structure/pipeline components layout and loadout arrangement on transportation barge.
- Able to produce post-job analysis and as-built reports.
- Able to plan project needs efficiently to meet target schedule.
- Able to troubleshoot/solve problem/identify technical problems and make necessary technical decisions within the limitation imposed by contractual requirements.
- Able to ensure operations crew on board of vessel receive full information on reports, manuals and drawings.
- Able to follow up on offshore activities progress or in any construction sites as deemed required by project.
- Personal traits include: mature, fit, self-starter, analytical, independent, proactive, good team player, able to work under pressure, long and irregular hours at office, onshore and offshore.
- Possess valid car driving licence and willing to travel heavily and extensively on short notice

Main Responsibility
|
Lead, plan, monitor and manage technical, commercial and safe execution of project and to ensure the performance and deliverable of this section support the overall project and Operation Engineering Department’s objectives. Senior Field Engineer shall be accountable for a certain part of the work scope, if not several and shall be responsible to take the allocated task offshore and execute installation.
Office
- Review all technical project documentation at contract award and highlight changes and/or discrepancies between pre-award and contract documentation and deficiencies in tender method statements.
- Plan and assign resources for project to ensure engineering deliverables are delivered as per agreed planning package.
- Monitor section’s performance progress; to avoid occurrence of any major issues or delay in project progress.
- Lead, develop and review the generation of installation documentations, procurement and fabrication (scopes of work, procedures, drawings, sketches, etc.).
- Ensure technical accuracy of procurement, fabrication and installation documentation including compliance with contract requirements.
- Manage and co-ordinate with other Departments within the project team.
- Provide support in engineering related matters to Project / Procurement Subcontracting Department to ensure the job is outsourced to a competent supplier or service provider.
- Review information on engineering related matters to ensure comprehensive and accurate information is incorporated in a bidding proposal.
- Prepare and deliver presentations of the offshore construction techniques and methods during third party reviews and Risk Assessments.
- Provide guidance and technical advice to team members to minimize errors in engineering deliverable.
- Train Junior Field Engineers and graduates when required.
- Co-ordinate the preparation of offshore construction "as-built" documentation packages.
Offshore/Onshore
- Co-ordinate the preparation of fabrication and offshore/onshore construction "as-built" documentation packages.
- Prepare and deliver project briefings to offshore/onshore personnel.
- Ensure offshore/onshore personnel involved with the project works fully understand all relevant project documentation and requirements to include all safety and quality related witness points.
- Ensure technical accuracy and compliance of offshore/onshore construction and inspection activities with contract requirements, (ie. witness and hold points).
- Act as Focal Point for the resolution of technical queries and issues raised during the performance of offshore/onshore construction and inspection activities (including co-ordination with onshore support where appropriate).
- Accountable to Project Manager / Construction Manager for all engineering aspects of offshore/onshore operations.
- Manage the offshore/onshore construction schedule including liaison with OCM / OCS / Barge Superintendent and Client
- Representatives with respect to planning work scope execution, schedule changes plus impacts and maintenance of the "as-built".
- Accountable for highlighting contract variations during execution of the offshore construction activities and compilation of all required supporting evidence and documentation.
- Compile and work with Dive Supervisor in generation of Dive Plans.
- Review Daily Progress Reports (DPR) prior to issue for technical accuracy and completeness.
- Act as Focal Point for the compilation of "as-built" documentation.
- Accountable for the expediting of equipment on-hire - off-hire.
- Accountable for the delivery and return of all internal project equipment.
