SERVICE DESCRIPTION Health, Safety and Security Engineer Call for Tender ref. EP/MENA/OM-TEP/P-MARSA-2025-055 MISSIONS The service holder is part of the H3SE team which focuses on the management of health, safety, and security aspects of the Project. Missions of the service holder are to:
o Interface with EPSCC contractors, TotalEnergies EP Oman, Sohar Industrial Port Company (SIPC), Solar plant project, partners, relevant Omani Authorities, and COMPANY’s H3SE team on-site.
o Ensure key health, safety and security risks are identified, assessed, and mitigated to as low as reasonably practicable level. The job holder will document the assessment process, monitor, and liaise with EPSCC Contractors to implement prevention and/or mitigation measures. He/she supervises continuity and cascading of H3SE risk assessment during the construction of Marsa LNG project.
o Ensure that EPSCC Contractors establish documented health, safety, and security management system with clear objectives, targets and relevant procedures for the construction of Marsa LNG project. He/she will establish H3SE monitoring and reporting system to consolidate and report the overall H3SE performance.
o Elaborate Company HSE-MS and associated procedures/plans as highlighted in Marsa LNG HSE Management Plan with due consideration for the need for bridging plans (being either with EPSCC Contractors HSE-MS or TotalEnergies Service Oman affiliate HSE-MS) and for the SIMOPS.
o Ensure that EPSCC Contractors establish emergency response plans, including medevac and security plan, aligned with COMPANY’s emergency response plan, and ensuring EPSCC Contractor to perform emergency trainings, drills, and exercises regularly.
o Actively contribute to deliver Marsa LNG project on schedule and budget and meet the H3SE targets and objectives. Note: H3SE: Health, Safety, Societal, Security and Environment – HSS: Health, Safety and Security ACTIVITIES A: MINOR or OCCASIONAL – B: IMPORTANT or FREQUENT – C: ESSENTIAL or REGULAR A B C
1. Review, comment, and validate HSS procedures of EPSCC Contractors, and ensure alignment with project specifications, COMPANY Project HSE management plan, contracts requirements, and permit/license requirements.
2. Contribute to prepare relevant COMPANY’s HSS specifications, plans or procedures for Commissioning/Start-up phase and operation phase.
3. Supervise that EPSCC Contractors identify, assess, and mitigates Health, Safety and Security risks, especially for critical and risky operations, to as low as reasonably practicable level, and to document and communicate those risks to their relevant personnel. He/she will ensure EPSCC contractor set up related HSE plans and procedures to mitigate those risks, including PPE management and quality control system.
4. Contribute to facilitate HSS trainings, induction and workshops to raise risk awareness to project personnel, in collaboration with EPSCC Contractors.
5. Ensure that EPSCC Contractors to develop their own safety culture in line with COMPANY’s safety culture programs and diligently monitor its implementation and safety culture performance on-site.
6. Ensure that EPSCC Contractors manage and monitor completion of H3SE training programs / requirements and medical fitness to work programs of their personnel.
7. Actively participate to prepare H3SE requirements and Contractor H3SE evaluations during tendering process and execution stage.
8. Actively participate in H3SE audits and inspections to EPSCC Contractors and subcontractors’ facilities and ensure that H3SE audit protocols are aligned with COMPANY’s expectations. Actively participate in H3SE audits conducted by external auditors (Shareholders, Omani Authorities or Lenders/Financial Institutions) to Marsa LNG projects.
9. Ensure that EPSCC Contractors develop and implement health management plan, medical fitness system and fitness to work and establishment of primary medical infrastructure, medical team and supports on-site.

10. Ensure that EPSCC Contractors develop and implement industrial hygiene management plans, including industrial hygiene risk assessment, heat stress management, food safety, water management, sanitation, and ambient noise management.
11. Ensure that EPSCC Contractors develop and implement safety and security management procedures, including Job Risk Assessment, Security Risk Assessment, Permit to Work, hazardous material management, radioactive source management, SIMOP/COMOP, chain of command and handover, PPE management, management of change, and derogation procedure.
12. Monitor and assess effectiveness of anomaly and incident reporting system of EPSCC Contractors and consolidate them to prepare H3SE report regularly.
13. Establish periodic HSS reporting system in relation with EPSCC contractors’ performance and activities.
14. Consolidate and evaluate health, safety, and security key performance indicators of the overall Marsa LNG project regularly
15. In collaboration with EPSCC Contractor, contribute to prepare periodic H3SE reports for internal and external stakeholders including Omani Authorities
16. Actively participate to provide supports for project technical reviews and other internal and external audits, including those related to project financing (Lenders/Financial Institutions)
17. Prepare periodic duty rosters for COMPANY’s emergency response system and ensure readiness and availability of emergency response facilities.
18. In collaboration with EPSCC Contractors and TotalEnergies Oman, actively participate to plan and execute for emergency drills and exercises.
19. Actively participate in incident investigations within perimeter of Marsa LNG project, and coordinate cause-tree analysis to define root causes.
20. Monitor close-out of HSS actions from internal and external audit findings, H3SE inspections, Lenders independent audits, and Omani Authorities Audits.
21. Actively participate in project coordination meetings, H3SE committee meetings, H3SE management review, and H3SE events or workshops.
22. Maintain regular coordination with HSS focal persons in Marsa LNG construction / fabrication sites and provide supports for engagement with external stakeholders.
23. Ensure that EPSCC Contractors identify and assess security threats and associated risks of the project site, implement mitigation measures, and develop site security control plan. REQUIREMENTS TO PERFORM ACTIVITIES AND MISSIONS
• Well experienced in establishing of Health, Safety and Security management system and procedures (HSS MP) in line with COMPANY’s HSE MS expectations. Experience in monitoring and reporting for health, safety, and security key performance indicators
• Hands-on experience in coordinating and execution of H3SE Audits and Inspections and monitoring the close-out of findings.
• Experience in coordinating safety culture campaign and follow up with EPSCC Contractors.
• Well experienced in setting up H3SE training requirements for different functions within a project, medical fitness to work system, and medical infrastructure on construction site. .
• Experience in coordinating emergency response, emergency trainings, drills and exercises.

The MARSA LNG BUNKERING project will develop in Oman a regional hub for LNG plant bunkering service to ultimately supply LNG as fuel to marine vessels. The feed gas will come from COMPANY’s equity gas entitlement of Greater Barik field located in Block 10.
