Qualifications

  • Malaysian citizen.
  • Bachelor's Degree in Law (LL.B.) or an equivalent legal qualification.
  • Minimum of 10 years' experience in procurement contracts within the Malaysian upstream oil and gas industry.
  • Strong knowledge of Malaysian contract law, procurement practices, and PETRONAS procurement guidelines and requirements.
  • Excellent contract drafting, negotiation, risk assessment, and stakeholder management skills.

Key Responsibilities

  1. Provide legal support on procurement contractual matters, including reviewing, drafting, negotiating, and advising on procurement contracts, tender documents, contractual negotiations, and post-award contractual issues.
  2. Collaborate with contract holders, procurement teams, and corporate legal to develop procurement contracts and related agreements that protect companies  commercial interests while ensuring contractual risks and liabilities are appropriately mitigated.
  3. Conduct legal risk assessments and provide advice on the legal implications of procurement-related business decisions throughout both pre-award and post-award stages.
  4. Support procurement activities by:
    • Developing and maintaining Standard Forms of Contract.
    • Reviewing tender documents and procurement documentation.
    • Assessing contractual qualifications and deviations submitted by bidders.
    • Ensuring procurement documentation complies with company policies, client requirements, and applicable laws and regulations.
  5. Provide legal interpretation and guidance on procurement contracts and contract management matters to contract holders, end users, and the procurement team throughout the contract lifecycle.
  6. Work closely with the Legal Department to monitor regulatory developments, legal best practices, and updates to company policies and procedures, ensuring continued compliance with applicable legislation and corporate governance requirements.
  7. Support procurement legal initiatives, special projects, and continuous improvement activities as assigned by the Head of Procurement and Contracts Section.
  8. Lead the preparation, development, review, and finalization of procurement contracts, agreements, amendments, and related legal documentation.
  9. Lead and participate in contractual negotiations with contractors, suppliers, and other stakeholders to secure commercially and legally favourable terms for company.
  10. Maintain high standards of legal governance, contractual compliance, and risk management throughout the procurement process.
